sorry if this sounds thick add 20 to the value
If you add a cloaking device to a ship that doesn't have one (usually for Orions, but the rule has wording to cover "out of the SFU" situations like you are playing) you add a 20 percent (%) surcharge to the point-value of the ship.
A 138-point Klingon D-7 would be rated as a 166-point ship if a cloaking device is added.

add 20%
so your 138 point D7 would add 28 points for a total of 166 points...
A C8, which comes in at 256 points would add a hefty 51 points for a new cost of 307...
and a 372 point B10 with a cloak would add a whopping 74 points (that's almost and F5!) for a total of 446 points.
edit: cross posted with Will.

Yes i took that all on board and i have done three D7s. equipping them with photons instead of the disruptors if any is interested i will post on the forum.
By the way scout dad thank you for the help so if this is right the D7s will have cloaks cost 166 pts each and includes the photons instead of disruptors.
