Where the heck are the PL D's?

Escort ships are pretty much the only location that Plasma-D racks turn up for the Gorn and Romulans as well.

Plasma-Ds are usually only found on escort ships. All plasma escort ships (or just about all of them) use plasma-D racks. In addition, some carriers also carry them. Not all, but there are a few that do.

Plasma-Ds are almost never found on mainline warships. The primary example is the Romulan KDR (which is not in Federation Commander yet). Two other ships (that are in Federation Commander) are the Romulan KRC and the Gorn DNH. Maybe the Battleships (I forget). Besides the KDR and KRC, I can't think of any mainline warships using Pl-Ds.

The KE7 from CL35 has Plasma-Ds, too.

The plasma races' version of the Armed Cutter also has plasma-D racks.

The Romulan and Gorn BB's do have pl-D.
