Normally, one cannot use Directed Targeting when the range to the target it 9 or more hexes.
How does this rule apply if one side is forced to use Directed Targeting by scenario rules (as in 8B208- Flashpoint Mantor)? Can those ships not fire at targets beyond range eight, or should this restriction be lifted since it's not a choice to use Directed Targeting?

That is a very good question! Hadn't really thought of that before.
Anyway, the range is 10 or less. You may use directed targetting out to 10 hexes.
I figure that outside range 10, it isn't a concern, and you may fire normally at those ranges. So, if you are playing a scenario that requires the use of directed targeting, you may fire normally outside 10 hexes range, and you must use directed targeting when at 10 hexes or closer.
