There is a rule in some scenarios that Speed 32 drones can be had for 0.5 points extra per drone in the racks at start, so a Kzinti BC (for example) is paying 16 x 0.5 = 8 points extra. IIRC if this option is taken all drones have to have this option. It does make them rather nasty.
