Police action (8PA3)

In this scenario, it states that one race can use a frigate with one box "non-functioning" (I don't want to violate any copyright by giving info away to people who haven't bought OA, so I'm being vague.)

Can that box absorb a damage point? I'm sure it can't be damaged and then repaired to a functioning state, but is it actually a box that can be damaged?
