Brand New Idea: A solution to the issue of "play when you draw" cards.
A whole new pile of cards would be added to the game. They might have green backgrounds or something, and it would be called the event pile (or, for the "official" name, the "Frontiers Deck" or something). Each turn, before anything else takes place, the player whose turn it is rolls one die. If the player gets a 6, they forfiet their turn and instead draw an event card. the Event card is placed in the middle of the table so everyone can see it. It could either be a monster, a terrain (in which case the turn of the player resumes normally, just under the terrain restrictions) or any other bizzare thing (some possible examples below).
In this way, those cards would see play even if nobody wanted to use them. I don't really think that anyone would intentionally play one of the monster cards, just because of the danger they pose to the person who played them as well.
Possible "Event" cards:
Rogue Meteor: A rogue meteor is headed towards the a player (chosen at random by a die roll. He must destroy it with 8 points of damage (from only 1 of his ships) or his reserve cards are discarded (representing that one of his planets has been devastaded, ruining it's economy).
Time warp: One player (chosen at random) has one of his ships (Chosen at random) thrown into a time warp. It goes into his reserves and cannot move in the formation phase, effectively making it three turn before it can return to the screen; two to get to the main body.
Secret negotiations: Two players are chosen at random, and have to work together by each sneding one ship to fight the ship of another player. Both f the negotiator's ships fire everything they have, and the points are split between them if they destroy it, round odd numbers down.
Engine sabatoge!
The player who drew it has one of his ships (chosen randomly) sabatoged. It cannot do anything but fire phaser-3s until next turn.

And now for something completely different:
I propose a "build your own starship" kit in one of the upcoming captian's logs. It would provide every "icon" so people could copy and paste them together to form their own ship cards. In this way, people could make the "normal" ships that are not yet in the game.

Been thinking of this card for a while not sure if it is covered already or not.
Tholian Creed... Lets you and him FIGHT!!!! - Play this card as a interupt to force another player of your choice to fight your current combat.
Liason Officer - This card allows you to invite another player to assist you in your current combat. Any points won from the combat/encounter must be split between the 2 players.
Yeoman - Allows you to place a additional card into your reserve.
