Just checking if it is possible to use an Emergency Decel to get your sat ships on board mid-turn if their baseline speed was above 8? From what I can read it isn't but wanted to confirm that's the intention?

Based on the wording of (5V1b5), which says that the satellite ship cannot have a baseline speed above 8 for "the turn", I agree with your reading. No, you can't do that.

Thought that was the case, shame it makes them insanely hard to use in pop up mode now. Oh well adjust tactics again!

I do plan on checking on that. I don't know that it is a necessary restriction, and may not have been intended. But that is the ruling for now.

Yeah, the fighter pickup rules were changed to be relative to the "now" speed based on hexes moved. Seems like this is also a candidate for that.
