Assistance Identifying a SFB/FC game?

I have a few counters left from a game I had in the eighties.

The counters appear to have ship images from SFB, but have three numbers on the side that seem to indicate attack strength, defense and movement. The map (which I lost years ago) was the standard empire map done on hex paper. It was a boxed set and had artwork that seems very SFB/FC.

I remember enjoying the game immensely, but the rules were very simplistic perhaps only 30 pages or so.

Can anyone identify the game?

Choices are either Federation Space or Federation and Empire

Been a decade or more since I had either in my possession ----
