Scenario 8RA: The Destruction of Mobile Base X-Ray. question
How exactly are the Romulans supposed to capture the Mobile base in this scenario? Or is it considered captured if the protection ship disengages, or is the scenario more about destroying the base?
Just finished playing this one. No way really to capture the base. I think it says to use the standard victory conditions in the event the base is not captured, or destroyed.
In our scenario, the base took some internal damage and the protecting ship, a DW was crippled and had to disengage. So a Substantial Romulan Victory.

Very difficult for the Romulans to capture the mobile base, but with the right strategy and a lot of luck it can be done.
1. Drive off the defending DW
2. Dock with the base and transfer all your Marines (may need transporters for this, too)
3. Get lucky on your die rolls and eliminate all the defending Marines before he kills yours (about 50% chance if you are able to get equal numbers on board).
The DW can put the kibosh on this by transferring some of its own Marines to the MB if he thinks you're going to try this, however. More defending Marines reduces your odds. Also, if you transfer your own Marines over to his ship(s), leaving yours undefended, you could wind up getting captured yourself.

Terry, the war eagle has 5 marines to the mobile bases 8, it would be asking for the federation to capture the war eagle to dock. The feds are allowed to send.up to six units to the Romulan ship as well, they could just send one or two and still keep their advantage.
I think this scenario is a case where it got ported from SFB without being closely examined. In SFB you can kill enemy boarding parties with weapons fire.

It takes forever to kill marines with damage. In fact, you will probably blow up the target before they take relevant marine unit losses.
The real point is that in SFB you can purchase extra marines. Sure, the other guy can, too, but there is no guaranteed he will, especially if he has to blow his budget on drones and stuff like that.
But, to get to the real point, I would guess that weakness was present in the SFB scenario, too ...

I thought it had 8.
Certainly, in a variation you might have more Marines (e.g. if you are using a KR ship).
I suppose if the Federation player lost some Marines in raids the Romulan might be able to do it. Or if the Romulan has freakishly good luck.
