I'm not that surprised by the fed performance. The first online tourney was heading the same way as well, they were 1 win and 5 losses at the point that tourney ended.
The Feds were a 1.05 handicap because?.. they were seen as good? or popular? or both?
Just because an empire can be 'competitive' when played by top players doesn't mean they are necessarily balanced (in a tourney sense) for those who are not top competitive players. The Feds are of course probably the single most 'indentifiable' empire and probably most popular at least in part for that reason. With enough people playing it's not inconceivable that Feds could be both the worst performing empire and the one that wins the tourney.
It is something to bear in mind when handicapping empires - popularity and performance are not the same thing, handicapping an empire might simply increase the gulf between top competitive players (who generally play the empires that appear competitive at a given adjustment) and players who may be just wanting to play their favourite (handicapped) empires.

I had a really great discussion with Commodore Doyle on Federation Tactics, and he sent me some notes... I didn't "get it" / understand the details of what he told me until about round #3 or round #4, and then I finally starting to get some success with photons.Brazouck wrote:

It's now my opinion, like everything else, the more you practice something, the better you get at it. And following some basic federation tactics from a player who is much, much, much more skilled than I am, helped me to start to do better.
