You can visit a pre-warp planet as long as you don't let them figure out that you're an "alien" visiting their world.

Which is sometimes easier said then done...and it's always a fun RPG opportunity right there when it fails.

Granted the 'seeding' of proto-humans can help Federation human to infiltrate pre-warp nation but still -as seen on TOS- sometimes it wasn't always working as planned.
