Heavy/Light Dreadnoughts

I have a quick question. Were the heavy and light dreadnought variaints conversions of standard dreadnought hulls or were they completely new builds?

Light dreadnoughts had to be completely new builds. Heavy dreadnoughts could be either conversions of exiting dreadnoughts, or new builds.
