Scenario question - Conflict of Interest (from Orion Attack)

In this scenario there is 1 Romulan player and 3 Orion players, each with different objectives.

My question is: Are the 3 Orion players allowed to attack each other?

My assumption was that they are allowed to attack and it is one big free-for-all. I wanted to be sure though.

their pirates id think so from a logical stand point. there only allegiance is to themselves.

I would assume that if the various Orions are pursuing different objectives, they are probably representing different Cartels and/or are independent operators. As such, they wouldn't actually be the same 'empire' and would therefore be free to fire on each other if they felt it suited their best interests.

Just to officially answer, yes, the different Orion players are free to fire on each other at will. They are all considered opposing forces.
