I have got a doubt. Can a ship at baseline speed 24 accelerate to move the first sub-pulse ?

I wonder why they allowed this. It's contrary to SFB source material.

Lots of things contrary to SFB ---
But it fits with the change in movement chart, the way energy is used ---
Just look at it as using up energy that could be used against you with Phasers, tractors, transporters etc ---

I understand those aspects and it does make the movement structure cleaner but it nullifies plasmas unique catch-up ability on that first impulse/sub-pulse.

All this is because in FedCom, ships can go speed 32 (24+ for 8 impulses), the same as plasma torpedoes.
