Can a suicide shuttle target another suicide shuttle.

A suicide shuttle is a full seeking weapon that has some limitations due to its vehicle (i.e. it is still a shuttle, with all of its restrictions). So, yes, a suicide shuttle may target anything that any other seeking weapon may target, which includes another suicide shuttle.

I don't think they can seek drones, so not quite as any other seeking weapons.

Good point. A suicide shuttle is explicitly forbidden from targeting a drone (4F5c). But, yes, a suicide shuttle may target a suicide shuttle.
