5U3a1 says that intent to use a Dis-Dev is made at the start of the direct fire phase -including the hex the target will be displaced to-

Does this mean that for a non-andro target that random scatter gets rolled at this point?
For that matter, is the success/fail roll made at this point?
If the device is destroyed in the direct fire phase, does the displacement occur?

Just about to start an Operation Unity campaign and decided that clarifying things might be a good idea

DD is activated after all direct fire weapons,
Rolls are made then

It operates as a weapon,
since all weapons are fired before allotment you wont know
its destroyed yet.
