In section 502.95 of basic F&E, it talks about how the Federation gets special fighters. Para 502.952 talks about adding F-15s to planets. My question is, who exactly gets the two extra fighter factors? Is it only one PDU on the planet? Or does every PDU currently there get 2 extra factors? What about if you add more PDUs to the planet?

Only three planets get F15s, and each of them gets only one squadron.
