well not to get my head lobbed off but fighters were not a TOS thing (ducks quickly).
If the smallest carrier is going to carry 12 fighters in squadscale then the flight size could be 6 (which would then be 3 in fleetscale). or you could have 4 flights of 3(ss)/ 2 flights of 3(fs). personelly i prefer flights of 4 fighters each which could be the Squadscale with flights of 2 fighters each in Fleetscale.
Mjwest: it might be easier to ponder this question if we had a prototype flight shipcard to test.

Actually the smallest carrier wing is 4 where as most Escort (Frigate) Carriers carry 6. Mobile (War Destroyers) Carriers carry 8, Strike (Cruiser both CAs an CWs) Carriers usually have 12. And of course there are exceptions to these as well, the Kzinti CVL for exsmple have 9 I believe and we the Sparrowhawk based ones are just odd

There were 2 ships based on the Battle Hawk: the War Hawk was the carrier, and carried 5 fighters, the Chicken Hawk (which I think is the one you're remembering) was a PF tender and carried 3 PFs. Both ships were operated in pairs, 2 War Hawks would give a total of 10 fighters (usually 5 superiority fighters and 5 torpedo fighters) and 2 Chicken Hawks would give a full PF flotilla of 6.
Nothing is quite as persuasive as a disruptor pistol on slow burn and a rotisserie......
