So am I reading this right? ...a Tholian can put 5 points into a Web Caster to cast a single web of hex of 32 strength anywhere within 20 hexes of his ship.

And, if a ship is already in the hex, as per 4Q3a, that ship will be immobilized for the next 8 impulses minimum because it would need to generate 32 points of movement energy in 8 impulses.

And, if there was more than one ship in that webbed hex they would both be immobilized. Is that right? If so, that is one heck of a weapon!

Yeah, but...

It would be free standing web since you can't have two anchors in the same hex. Therefore it wouldn't take effect for 1 impulse (4Q3c) so the target ships would be able to move through it or avoid it. Granted if they were terrible at maneuver, they'd get caught, but they should be able to at least sideslip or decelerate to avoid it.

As DNordeen points out, you are forgetting the 1 impulse delay before free standing web takes effect. That means the target ship(s) have an entire impulse to avoid the single hex of web, which is trivial if the ship is moving to any degree. (And if not, likely won't be able to move anyway until after the web dissipates.

Also, one more note: The free standing web only lasts for FOUR impulses, not eight. That was a mistake in the older rules that has since been fixed.

Thank you. The mistake was mine. I overlooked those points in the rule book.
