This came up last night -- Can a ship drop and re-raise a shield more than once in a turn (i.e. the same shield more than once) ? I didn't see anything in 3C2 that prohibits it.

Yes, you may. The only limitation is that when dropped, the shield must stay down for a minimum of two impulses. Other than that, there is no limit on the number of times a shield can be dropped or raised in a given turn.
Wasn't there an occasion on the original Trek series where they couldn't fire their own phasers because the shields were up? Thank goodness that didn't last
The writers are nowhere near as consistent with their Universe rules as 'we' are in the SFU. They tended to forget the rules when they feel like it....
And how often did we hear this in TNG: "We've matched warp speed for Transporters?" But then I never did get the whole Ship's Counselor thing either: "Lieutenant, when you fired that spread of photons at the Klingons, did you stop to think how that would make them feel?"
