The andromedans displacement device says can be used on a ship that is using evasive maneuvers. Does it still have the minus 2 to the die roll for a successful displacement?

(5u3a) says that the displacement device is effectively a direct-fire weapon. (5U3b) says that it is affected by (4A4) modifiers. So, yes, if the target of the displacement device is using Evasive Maneuvers, the displacement attempt would be affected by the shift of 2 to the die roll.
