Since a displacement device allows an adromedans ship to jump over or out of one web, are the Andromedans able to pick a tholian ship that is behind a web and target him for displacement also?

(5U6e1) specifically states that, "... a displacement device cannot be used by one unit on a second unit that is on the other side of a web." So, no, an Andromedan ship may not attempt to displace any ship on other side of a web. Be sure to read (5U6e1) for the other interactions between webs and the displacement device.
