BPV for X ships seems odd to me

We're starting to play X ships now in our FTF games. We decided to start with frigates to get into the flow of the ships. My opponent is an excellent Kzinti player so he chose the FKX. While looking for a suitable ship to take against it I started to really pay attention to the BPV for the various ships. I'd like to get a clearer understanding of how they were arrived at (I eventually chose the Fed FFX).

As an example, the Kzinti FKX is rated at 130 BPV.

It has;

2 disruptors
6 phasers
4 drone racks (2xGX and 2xCX)
1 shuttle
22 power
3 batteries
9 total hull
22 #1 shield

The Hydran LNX is rated at 116 BPV.

4 fusions
6 phasers
2 gatlings
28 power
13 hull
3 batteries
1 shuttle
4 stinger X fighters
32 #1 shield

On the surface at least, it would appear that the Hydran destroyer is quite a bit better than the Kzinti frigate, yet the frigate is 14 points higher.

What am I missing?

Module X1R includes a list of revised BPVs for over two dozen ships from Module X1.

For example, the Hydran LNX now comes in at 180 BPV, which includes its regular complement of fighters.
