A question about the Federation Commander Reference Rulebook

I was going to buy the Federation Commander Reference Rulebook and I am wondering if the Federation Commander Reference Rulebook has all of the turn charts, weapon charts, speed charts, master charts that is needed to play the game?

Yes, except for maybe a turn chart...I'm not sure what that is. If it's the circle diagram for table tops, it's in there. They're all sort of spread out to be with the rule that they are for so I don't think it's got a consolidated chart. I think there's a free download of a consolidated chart though.

There is no chart representing the sequence of play in the Reference Rulebook. All of the weapons and systems charts are, however, present. If you choose to just get the Reference Rulebook, I do suggest getting the Klingon Border/Romulan Border Player Reference Card. It is a laminated card with the sequence of play and the base charts on it. It is a very useful play aid, and it is only a $3 add to the order.

Just to be clear for the OP, the actual turn charts I.e. 'move x hexes then turn' are built in to the ship cards themselves. Take a look at some sample ship cards in the free Communique magazines that you can get from the Commanders Circle on this website.

In the Reference Rulebook, all of the turn modes are listed in a chart at the end of section (2C3c).
