Well, the simple answer is to buy the products containing them.

Generally speaking, disruptors are replaced with plasmas. Smaller ships got two plasma-Fs, cruisers got two Fs and two Ss. Well, some of them. Oh, and some phasers are upgraded on some ships.

Really, we do a lot of work to create new products and if you want the fruits of our work please buy our products.

Are all of those ships even available as Romulan versions. Maybe I haven't taken enough notice, but I didn't think the BIG ships or the newer crusiers had Romulan versions.

B10 -> K10R Battleship*
C10 -> KC10 Heavy Dreadnought*
C8/9 -> K9R Dreadnought
C5 -> KC5 Light Dreadnought*
C7 -> KCR Heavy Battlecruiser
D7C -> KRC Command Cruiser
D7 -> K7R Battlecruiser
D6 -> KR Battlecruiser
D6s -> KRS Heavy Scout*
D5 -> KDR War Cruiser
D5W -> KWD New Heavy Cruiser
F5W -> K5W War Destroyer
F5C -> K5C Destroyer Leader
F5 -> K5R Destroyer
E4 -> K4R Frigate

Note that not all of these were built.
Note that not all of these have been ported to Federation Commander, and there is no guaranteed all will. (Those with a * have not yet been done. All others have been done somewhere.)

It appeared in SFB under rule R4.36.
SSD is in Commander's SSD Book #8 (1986).
Can't say where it initially showed up.

In SFB, the KRM was published in Advanced Missions.

In FC, the KRM has not been published. The mauler rules were published in Communique #18, along with the Romulan Falcon and the Klingon D6M. However, it is a rather trivial change to make the D6M into a KRM by upgrading the forward phasers to Ph-1s and adding a cloak.

A bit late to the discussion, but I have an additional question. Can anyone specify which of these were actually built, as opposed to "design studies"? I'm curious about which are "historical" and which are not.

Pretty much all the Cs (5,7,10) and the B10 were studies the rest are fair game.

Yup. Like Dal said.

With the sole exception of a very few D7/D7Cs (and a token C9 dreadnought), the Klingons would never sell the Romulans anything bigger than a D6 heavy cruiser. The did sell them quite a few of those though, and lots of F5s and E4s (and even more of the older F4 and E4 ships).

Plus, a recent Captain's Log volume went into more detail on how a set of F5Ws were shipped to the Romulans in the 2590s... with Federation assistance. (Both the Klingons and Feds were concerned about the poor state of affairs in Romulan space by that point in time, and saw the deliveries as a means of helping to keep them in the fight against the Andromedan invaders.)

I imagine much of this data might be more readily presentable, should there be a Romulan entry to the nascent SFB Master Starship Book series in the not too distant future...

Where did you find that?

There is a D7P I think (PF Tender on D7 hull) But G3 does not list a kestrel conversion of it.
