base on planets

came up in a game

The planetary bases have a front half firing arc. Is that arc from the planet center like ship would have or from the hex edge the planet exists in?

Pretty sure it goes from the planet's surface. If it's a one-hex planet, it works out the same, but on a multi-hex planet, it does matter.

So just to be clear in my mind.

on a 1 hex planet a base with a front half firing arc is from the center of the hex the planet resides in.

On a multi hex planet the base with a front half firing arc , the firing arc is from the center of the hex the base is in.

Well, given that a base and one-hex planet are, by definition, in the same hex ... yes ... but you do have to declare which side of the planet said base is on.
