Do I have this sequence right?
Resolve Direct Fire
Activate Free-Standing Web (from previous impulse)
Remove Free-Standing Web that has expired
Cast Web
Linear Web that was just cast activates
I got most from the FC rulebook, but FC doesn't specify exactly when expired web is removed. The SFB rulebook has free-standing web being removed after activated new free-standing web. The FC rulebook does say that free-standing web activates after direct fire, but before casting web so I'm assuming you remove free-standing web between activating new web and casting another web.

OK, got the answer.
Short version: You deduced the answer correctly.
Long version: You deduced the answer correctly, and that is the way it is supposed to work. The thing I was checking was to see if the way it is currently written was the way it was intended.
In general, unless a rule gives a specific exception against this, you can assume that if something starts at a certain point of the turn or impulse, that it will end at that same point of the turn or impulse. So, since the free standing web solidifies after all other direct fire, but before web casters fire, then it dissipates at the same time.
Note that I don't think it matters whether solidification or dissipation happens first, as none of them will directly interact with each other, so you can consider the one-impulse old free standing web solidifying and the five-impulse old free standing web dissipating at the same time.
