I just found my copy of Federation Commander. I can tell that I had purchased a while back Romulan Border, but I have lost the rule book. I am planning on getting a new rulebook, but not sure where I can find a book that has the scenarios. What books do I need to get back into the Captains Chair?
Also, I want to get some of the items for Klingon Border, but I don't want to buy all the unnecessary pieces/rules. What books or purchases should I do for that as well?

To get the stuff in the Klingon Border box-set, without duplicating, all you need is the Klingon Space set.
The Romulan Border rulebook (with the scenarios) is available as a "spare part".
Most folks would point you to the FC Master Rulebook, but since you are specifically after the scenarios, it wouldn't help you (it doesn't include them or the ship description fluff, just the consolidated rules from all the products)
