a speed 8 x-ship moves after a speed 24 non x-ship.

Yes, that is correct. An X-ship that is Stopped moves after a non-X-ship with a base speed of 24. (As much as a Stopped ship of any caliber moves.)

Mike, the question was speed 8 (eight), not speed 0 (zero).

I know. The point was that the speed of the X-ship does not matter, so I picked a more extreme example in my reply.
