Because it's difficult to perfectly balance one ship against another. It's taken years to get the SFB tourney ships balanced, and there's still discussions on how to get some of them "right".
If you have three or four ships, the imbalances get ironed out. While 1 apple is not equal to one orange, points are points, so 450 points of apples == 450 points of oranges.
Also, and possibly more importantly, it makes the FC tournament distinct from the SFB tournament format. FC is not SFB-Lite, it's a different game system and it's optimised for those sorts of multi-ship fights.

I admit it is fairly confusing, but the breakdown is like this:
Heavy Battlecruisers:
Fed BC/BCG/BCF/BCJ, Klingon C7, Kzinti BCH, Lyran Hellcat, Hydran Overlord, Gorn BCH, Orion BCH.
Battlecruisers that are not "Heavy":
Klingon D7/D6, Kzinti BC, Lyran Wildcat, Gorn BC, Orion BC.

For those who don't know (and don't have 20 years of SFB behind them), some of the empires never called their "heavy cruisers" heavy cruisers. They called them "battlecruisers". This is one of those idiosyncrasies inherited from the classic tv-show.
When the other empires that did call theirs "heavy cruisers" went on to build bigger, scarier cruisers, they called theirs battlecruisers (which is in-keeping with naval parlance).

And the Feds don't call their BCH a BCH, but a BC...
And is this a legal squad? I think it would work well, but since I'll won't be there I might as well share it:
FEDERATION:
Plasma DN
Plasma BC
Free Trader
It hits 450 right on the dial. If the enemy comes close, no prob (Photons and Plasma). If the enemy sabre dances, the only ship they can defeat in ten turns would be the Free Trader.

Looks like a legal force to me:
3 ships...
1 Empire...
No more than 1 DN...
No more than 1 BC...
Between 425 and 450 points, inclusive...
Not too sure I'd want to fly it, but my preference has always been for one large unit, 2 mediums, and a small...

It's a "general" ship, so I'd assume it would be legal for anyone to take. The APT ought to be the same.

I decided on FT over APT because the free trader can tickle an enemy, while the APT can only spit at it.

Seeing this caused me to go ahead and get a ruling on this.
As it turns out, this is not a legal squadron. General ships may not be used in the tournament, either as part of a specific empire's forces, or as an "empire" unto themselves.
