If a launcher holding a completed torpedo is disabled, the torp can still be launched "normally" any time before the end of the turn. Fair enough.
Three questions arise from this:
a) I assume that the torp must be fired as is, with no further arming since the arming systems are kaput. Therefore we cannot upgrade say a G to an S torp in a disabled launcher. Correct?
b) Can the completed torp be bolted?
c) Can a completed F-torp in a Gorn/Fed/Orion F-launcher be fired as a carronade?

You answers:
a) Yes. If you have only loaded a Pl-G in your now disabled Pl-S launcher, you may only launch the Pl-G. You may no longer upgrade it to a Pl-S.
b) No. (4J3d) says the torpedo may be "launched normally". Therefore it may only be launched, not bolted. If you want to bolt, you needed to do that back in the "me-too" part of Offensive Direct Fire when you realized you were probably going to be taking some significant internals.
