Who can use plasma carronades?

Rule 4J4c says that the â€˜Gorn (â€¦..) and the Federation and some other Empires.â€™ use the plasma carronade who are the other Empires. Soz if this is in the FC Reference Rulebook but still waiting on the mail & couldnâ€™t find any thing in a search.

My Romulan friend is concerned

Other means Orion. The Gorns, Federation, and Orions can use the carronade.

The Romulans and ISC may NOT use the carronade.

This is also (somewhere) in the rules errata presented in Communique, and all put together in the CRUL for the Rev-4 rulebook.
