Is there a rule that allows us to take Frame hits on Cargo, as there is in SFB? The reason I ask is with regard to damage to bases. Once all 30 of the Reactor boxes are disabled (on the BATS, for example), any time a DAC volley gets to Row 10, it will score a Frame hit. This will especially happen on a roll of '1', and bases are especially vulnerable to this as all Warp/Impulse hits are scored on Reactor. Because of this, whereas with a starship, the Warp engines 'shield' the Frame hits, it is possible to destroy a base without disabling all the Cargo and Hull boxes.
So, can we score Frame hits on Cargo? I really can't find anything saying we can....

Yes, a base (BATS, SB) is vulnerable to having its reactors knocked out. Bases tend to be very vulnerable in FC, base scenarios are more balanced if there are defending ships.

The only real way to force "frame" hits is to use big, undirected volleys. Directed volleys will waste too much damage. So I suppose you could knock down a shield on the BATS, fire a bunch of small, directed volleys against power to knock out the reactors, and then close with the now helpless base and pound the bejeebers out of it. In fact, that's probably the neatest way to kill a base, barring a hugemungous drone wave. So in practice, it isn't that easy.
