If ship A has successfully tractored ship B, when can ship A decide to voluntarily deactivate/release the tractor beam? Is it only during the Other Functions (tractor beam step) Phase, or at any point during play? This came up in a game yesterday and we couldn't find it specifically stated. Thanks,

(5D5) Explicitly states that voluntary release of tractors takes place in (1E2e), which is the Other Functions phase (or the end of the turn).
(5D6) says to use the rules of (5D5), except as noted below.

Also, during Energy Allocation you can choose not to allocate energy to maintain the tractor, which releases it.
