Andromedan DisDev and Andromedan Satellite base

Can a Andromedan Satellite Base be moved by a DisDev? 5U7b says bases and defense satellites cannot be displaced, but the ship card for the Satellite base says it can be in a hanger (and thus implies it can be deployed by DisDev).

There are no scenario rules specifying one way or the other.

The assumption is that Bases and Satellites would be deployed by motherships (there are specific ones not yet in FC) -- but would not be able to activate in the period of time a scenario would take --
Though deployment by transporter would be more precise --

Possibility that if stabilizers were deactivated you could move either (but FC rules are not configured for that) -- believe at that point, neither would have any capability to do anything but be a target for the remainder of a scenario --

5V4 seems to explain it a little better. Apparently once deployed the base can not be moved, displaced, or recovered into a hanger. But if the base is not deployed then "base components operate like satellite ships that cannot move. The unassembled components may not use any weapon systems (including special sensors and displacement devices), may not rotate, and can be handled like any other satellite ships."

Yes, that explanation was added to RRB6.

In short, Andromedan bases have two "modes". They can be fully operational and cannot be displaced. Or, they can be in their "transportation" mode where they cannot fire their weapons and they CAN be displaced. The transition between the two modes takes days or weeks, and so only one mode can be applicable for a given scenario.

Basically, an Andromedan base is assumed to be fully operational, and immune to displacement, unless a special scenario rule says that they base components are being delivered in the scenario.
