Is Emergency Thrust available to all ships?

I think I know the answer to this one. But I want to make sure.

Does the "Emergency Thrust" rule only apply to the Orions?

I ask because I do not see any special notation on the Orion ships saying that it applies only to them. I know that there is a "Orion Engine Doubling" rule that applies only to Orions. So I am thinking it only applies to them given that.

"Emergency Thrust" is available to all ships.

"Orion Engine Doubling" applies only to Orions.
