The Armed Cutter (Rom Border) has 3 phasers and 2 drone racks. Is there anywhere where we are told what weapons a non-drone using race has instead of the drone racks, please?
I would imagine that plasma races use Plas-D's... but how about everyone else?
Also is the Armed Cutter always declared as such or can it be 'disguised' like a Q-Ship?
The reason I am asking is that I am designing a scenario with one or both of these ships in it.

Going by the data on the Ship Card up in the Commander's Circle, I'd say the Alpha empires which use neither drones nor plasma mount phaser-2s there instead.
Gary got it right: The drone racks are Pl-D for plasma empires, and Ph-2s for empires that use neither drones nor plasma.
Only Q-ships get to use Q-ship rules. All other "weaponized" civilian ships are instantly identified as weaponized civilian ships (cutter, corvette, armed freighters, auxiliary freighters, etc.).
