Some of the changes related to the Federation Commander portion of the client:
1) Split the "Main" pane into 2 windows.
2) Add owner name to the tab of the ship
3) Sort the ships by owner/name
4) Fixed issue with the Plasma-armed ships not being able to start game with two turns of arming.
