These CM's don't appear on any counters or in the SIT for the Hydran's in Federation and Empire. They don't even have CM's listed. CA's, NCA's, CW's you bet, CM's not a one. But they are in Federation Commander and I have had people tell me on a facebook page that they replaced the Traveler and Horseman CW's.
Why aren't they in F&E? Why are they in FC? Are they recent designs people just like? I am trying to use F&E for the overall campaign and FC for the 1 or 2 squadron battles and I am trying to iron out the last kinks before starting.
Any help would be appreciated.
Hydran Mongol and Tartar CM's

The best way to view the Traveler/Horseman and Mongol/Tartar is that the first pair are a mistake and the second pair are a do-over. In an F&E context, the combat values given for the Horseman and Traveler in F&E are actually appropriate for the Mongol and Tartar. As such, they are effectively merged into the same counter in F&E, they are called the Horseman and Traveller. In FC, they are called the Mongol and Tartar. In SFB, they both exist, but the Horseman and Traveler are sidelined almost immediately and are effectively forgotten about.
For a similar example in F&E, take a look at the Tholian C. In F&E, it is given the same combat power as a full CA, but is still called the C. (In fact, this is why the CA even exists in SFB at all. It was created because the F&E ship didn't match the SFB ship, so a second SFB ship was made to fill in that gap.)
