As was often the case with Gorn production several lines of requirement needed to come together before funding could be found for a new ship design or variant.

The introduction of the plamsa-F torpedo on the FF class in Y125 showed how useful having a ready torpedo at all times could be. Especially with the increased range of pirate activities after Orions started to up the technology ante and the newest version of the Romulan cloaking device and their "pirate" activities.

At the same time the new class of speed 31 warp ships started to show a need for increased command and control.

The DDC was designed to both add "immediate" plasma to a squadron and provide increased command and control.

Use a unrefitted DD SSD. Switch the brigde and battery in the front bubble and use the refit boxes so it has 2 Bridge and 1 battery.
Change the wing phaser-1 to plasma-F (LF,F and RF.R) replace the FA plasma-G with a 360 phaser-1.

This ships tended to be overlooked for the plus refit as they were older hulls and the addition of the second battery so useful in allowing fast-Loads for the type-157 plasma-G launcher was less useful for the DDC's plama-Fs. Some new production post Y170 did take place in older yards but the BDD was replacing DD production by this time. These had the plus refit shields, and changes the arcs of the plamsa-F to LS, RS but didn't add a battery. The DDC was often used as a FF leader in rear areas during the general wars.

A DDC that was given an -F refit would just be a DDF with history.

STEVE PETRICK ANALYSIS: Gorn Middle Years Command Destroyer. I do not really see this. I just do not. There is just no reason to add the second bridge given. And it does not really deal with the weakness of the design, which was the lack of a battery for two-turn plasma-Fs. Adding multiple plasma-Fs just makes it more energy starved to rearm them, and the phaser suite is so weak that it will be chopped to pieces if patrolling alone.
