Extra reload boxes for heavy weapons (i.e., a carrier with this) is and old idea rejected very often before.

Plasma-F fighter that can reload the plasma was rejected.

MJ Campbell suggested a stealthy U2 recon shuttle. While it might work for RPGs a scenario involving it would be rather boring. This would violate the ban on stealth fighters and means it could not be approved.
