Jeffrey George Anderson found something else to do with the almost-worthless Kzinti CVE: replace the disruptors with special sensors and use it as a communications relay ship (i.e., a target for a few special scenarios). There was some discussion of replacing the six fighters with three heavy fighters, and replacing two of the four disruptors with drone racks, but if a raider comes after this thing, it’s dead anyway. While of limited value, it probably did exist and we put this into the R13 file for consideration when that product is finalized.

I recognise that a lot of these guys have next to zero chance of actually "existing" for any number of reasons, but "ships that never were" seems to fit the bill.

Tholian "Phaser-heavy" CAN

Basic concept: The Tholian CAN is a CW with a welded-on "belly pack" containing 2 disruptors plus additional power. Unfortunately, all the additional power is from APRs and the CAN's MC is increased to 1. Since it has standard CW warp engines, the ship has an absolute maximum speed of 25. The low speed means they were used almost exclusively in a defensive role. While it's kind of neat that the ship has 6 disruptors with no shock, that's not really an efficient weapon suite for a ship which will fight behind webs a disproportionate share of the time (given its defensive mission).

Description: Change all disruptors to phaser-1s. The weapon suite now consists of 11 phaser-1s, 2 phaser-3s, and 2 web generators.

Reasons why never built: This is another one that I think would be built. the weapon suite is simply more efficient for the stated mission than that of the standard CAN.

Tholian "Phaser-heavy" Armed Web Tender

Basic concept" The AWT has several improvements over the basic Web Tender, including the weapon suite (2 phaser-1s). Tholian web reinforcement becomes more energy-efficient over time. Additionally, the standard Tholian PF flotilla includes 2 PFs with web generators replacing the phaser-3s, increasing the web reinforcement capabilities of any Tholian base with a PF module. For these reasons, the Tholians decided they had more than adequate power available at most of their defended positions and considered increasing the phaser armament on their AWTs, even at the expense of reducing the number of APRs.

Description: Start with an AWT. Reduce the APR bank by one "row" (5 AWR boxes). Add 3 FA phaser-1s

Reasons why never built: Seltorians. The need to counter Seltorian web breakers tipped the balance back towards the standard AWT over the phaser-heavy version.

Federation F-15K

Basic concept: Based on its drone firing rate and drone control, the F-15 seems to have the best fire control system of any Fed single-space fighter, superior even to that of the F-14. I don't want the F-15 to be able to launch Type-III drones as that makes it too much like the F-14. But given its superior fire control system the fact that it couldn't launch starfish or multi-warhead drones always seemed a peculiar anomaly to me. The proposed fighter is a late-war modification to the F-15 to allow it to carry 2 Type-IMW (or starfish) drones for breaking up enemy drone swarms.

Description: Start with an F-15D. Four of this fighter's standard rails can be "paired" to carry 2 Type-IVs instead of 4 Type-Is. The K-mod allows these paired rails to carry 2 Type-IMW (not Type-IVMW) as another option.

Reasons why never built: The Feds did build enough of these to field one squadron, plus attrition spares. But the fighters were very expensive and the F-15K wasn't developed until near the end of the General War. Breaking up incoming drone swarms wasn't an issue against the ISC Pacification, still less against the Andromedans. So only a single CVB ever received these fighters.

I don't know if anyone's considered this, and I'm probably opening a can of worms suggesting it....

But since the Picket Carrier was introduced in CL46. Those could obviously be part of a "hook" for R13.

So building on that thought, what if one of the "competing" concepts when PFs were first introduced was to produce a Light Division Control Ship, with 3xPFs and 6xFtrs (instead of the true PFT designs that were actually produced on CW hulls).

Designers thought that PF production wouldn't be enough to equip PFTs that were just doing "skirmish" tasks. So a Light Division Control Ship design was developed. But then the factories told them how many PFs each race could produce (TONS), and then the designs were never built, as production essentially outpaced training the crews for the ships.

I don't know if "Light Control Ship" would work as an acronym, but I would want to keep LCS as the abbreviation.

Some of the other Rom Old-Series ship designs from there have been published in R modules (Eagle carrier, large scout, etc..).

The BH is possibly my favorite ship, I want to see it get the final upgrade that both the Eagle and Snipe got. There certainly wouldn't have been many of these historically, few Battlehawks built and mostly used for variants, so it fits the module.

just repace the two 12 Warp Engines on a LTT with two 15 Warp engines and call it a day. No other additional notes need to be made because it would function just like a Fleet Tug with Double Weight Pods and all.

SVC: This could be done for many empires, but could you not do this to a standard NCL and produce a fast Raider cruiser? The engine swap idea opens the door to madness.

Federation Fast Frigates have been discussed before, but going back through the archive, most discussions appear to have stalled short of an actual design or SSD. If there is another Fed Fast Frigate design out there already, my apologies in advance if I'm stepping on someone else's idea.

I've had this incomplete SSD sitting in on my computer since I was last on shore duty. Figured I should finish this thing up and post it:
Federation Fast Frigate (FFF)

I debated dropping the number photons to one and leaving the FFG phaser suite intact, but I felt like that left a ship that could find itself frequently behind enemy lines too shy of firepower. The truth is, this "fast" version gains some nice speed (thanks to the lower move cost), but not a lot in terms of power for other things. As speed 15, this ship has 1.25 points of power available for weapons, EW etc over the FFG and at speed 30-31, this rises to only 2. Better? Yes, but not stunningly so.

Any who, thought this might re-fire the fast frigate discussion, at least for the Feds. Any thoughts?

how about a F6 minehunter and commando ship? With the Romulan version of them too. That's 4 pages already! The R section might tell how all of these were conversions made after the base hull (F5M ect) had been heavily damaged and it was decided that upgrading during the repairs was a good idea.

Chuck, there's only a couple of HPCs that aren't already published -
the Feds have the PDD (and a couple of alternate designs) in a CapLog
the Klingons have the G6 (and probably the E6/E5 at some point)
the Romulans don't (whether there would be a SEP version or just an SKP [with an SKPL])
the Kzinti would likely be based on the BFF (like their POL is a lesser armed FF anyway)
the Gorn HPC is their BFF

Stew -- Some heavy police ships are not published; here are some and suggestions:

Fed: PDD is currently playtest under rule R2.A5
Klingon: F5WI could be published as postulated by the MSSB
Rom: K6 is currently playtest under rule (R4.A37); maybe a suggested SKP
Kzinti: HPC TBD from CL51 Supplement
Gorn: BFF is rather anemic; maybe the Gorn Senate authorized their depot repair a few DDs as DDPs with PL-F replacing a PL-G to save money.
Tholian: PDW is currently playtest under rule R7.A23
Hydran: Published HGN - Maybe produce an HGN modified to convert one fusion to hellebore and drop two fighters (HGH)
Lyran: Published MP. Maybe a one-off Royal FFI internal police enforcer later converted to DWI.
ISC: Aren't they all Heavy Police Ships? :)

Somewhere I have a list of "stuff" that I felt were missing from the current roster of classes.

Things like:

*"DW based carriers with full squadrons" *Alternative Q ships for the various empires
*Armed freighter Q ships
*PFT toting Q ships
*Police freighters (which do some kind of police mission using a freighter hull). Probably just a specialized pod or two? For those missions a Police leader ship just can't handle. (Heck, I think I can design the generic version). Police mother ships? Freighters isn't such a good word here.
*Transporter relay mines/ pods (so you can LAY a transporter relay instead of waiting on someone to put up a defsat).
*National guard carriers/ PFT training ships.
*Frigate based repair ship. Runs around just behind the big kids and helps the cripples get fixed enough to get back to base. Maybe based on a FT?
*Lyran CL or DD based tug to move pallets before LTTs, etc.


NOTE; many of these might have been addressed in recent years. I've been deployed without my books a LONG time.

One sort of base I haven't seen so far is a starship construction facility. While we have FRD's and Starbases which can perform major starship repair, what about the production shipyards where these ships get built in the first place? I think these would be interesting SSD's, and I think a number of scenarios could be written around raiding or defending these facilities.

Along similar lines, I would expect there to be large starship repair facilities along battle lines during major wars. Something semi-mobile, and bigger than an FRD, but not as large as a base. Some sort of super-FRD, or perhaps a complex of several linked FRD's? Border fights are going to generate a lot of damaged ships, and they will need to get repaired somewhere. I recently wrote a scenario about a raid on such a complex. I used existing units, but it just seemed smaller than what I would expect during a full-scale war.

There are the Naval Construction Docks (and Mobile Warp Gate) in the Campaign Designer's Handbook that fill the role of starships construction facilities. There are also the early years "Docks."

Given that it already takes two standard warships to tow an FRD, I don't see anything larger working well. Instead it seems just as easy to put multiple FRD in the same location (this is regularly seen in F&E games). This also has the advantage of allowing the assets to dispersed if desireable. It also opens the possibility for some to surivive if the repair point is attacked.

While all the special base ideas are neat. I see them as single occurances (ie only one exists in the universe). As such, they're best done as special rules for a scenario, not a general SSD (which would then have to be racified). They would have fit well in a scenario book. I suppose they could be done in a CL type format (they would have worked better in the Starfleet Times format).

a Seltorian CC. I figure that's easy, just extend the CA/CL boom slightly to accomodate 1 more Ph-1 and 1 box for Flag bridge. Then you have both a CC and CLC (CWL).

Or, SVC suggested they just build a very very short central boom containing two flag boxes.

I sure would like to see some sort of Battle Escort. Now I know that carrier escorts for non-carriers is auto reject but is there some other way to get a Battle Escort?

Suggestion:

Race: Fed (but for all races)

Time Period: Most of GW

Base Hull: DW (or DD)

Mods to Fed DW: Actually a DWD but with all G-Racks.

Mods to Fed DD: Same a DDG+ but with all G-racks.


Mission: To escort capitol ships in fleet engagements and drone-paranoid Admirals.
Seriously though, I had occasion where I would have like such a unit in my fleet. I would have used it to protect the whole fleet, actually. Hold it back and dart forward when needed to handle a particularly heavy SW wave.


Other Races: All drones using races are obvious compared to this unit. Not sure what a Plasma race version would be though. About all one could be designed for is to counter fighters. Useful in cases where a ship only fleet encounters a fighter heavy fleets but how dose one know ahead of time when that will happen?


Special note on R13: R9 did have some historical ship and I like to see this unit made historical but the history would indicate that a unit such as this would never reach regular production. Early in the GW the need wouldn't be anticipated and the first reaction to increased SW problems was the various Y175 refits. Later there is a small window were a few of these would be built but the concept might have been introduced earlier (maybe even pre-GW for some races). Come Y178 such small ship really start to take a beating in fleets and its harder to justify such a unit the bigger the hull its put on. So I would see only a few such hulls being built.

As such it might be consider unique but that would mean only one was built right? So I put it here as a Limited Production Warship.
