Purging of power from power absorber panels occurs during the Repair Phase (3G4).
Repairing of power absorber panels also occurs during the Repair Phase.
You can probably see where I'm going with this. Since the amount of power dissipated/transferred from a given bank depends on the number of undisabled panels in that bank, it matters which happens first. So, does a disabled panel get repaired first, so we can shed more power, or does it get repaired after power purging?
This is also relevant if I want to transfer power from one bank to another that may be near its maximum capacity, so do I repair a panel in one bank before transferring power to it from the other bank, in the same Repair Phase?
It's really the same question, in that I'm really asking in what order purging and repair actually happen.

Instead of stating that the purging of power from power absorber panels occurs during repair phase, I would have thought the rules would have stated that this would occur during the End of Turn.
Then the "purging of power from power absorber panels" would have been placed somewhere between Count Batteries and Repair Phase.

To the actual question, repair comes after the power purge. An Andromedan plays his power games with what he has at that point, then can repair something, whether battery, PA panel, or whatnot.
Basically, anything that is repaired this turn cannot be used this turn. Just be happy you get to repair it on the same turn it was disabled. That should be more than enough benefit.
